It does not seem so - the devs do mention that they will be making another version of the game, but not for Quest, but for 2D PC gaming:
"The launch version will be VR only, but you can expect the flat/standard version in Spring 2024. If you purchase the VR version, you are entitled to the flat version at no additional cost. The game will cost $39.99 at launch."

- but you can use your Quest hmd if you connect it to a PC to play the game. I just bought it on Steam, will give it a try now 🙂

On the Meta Quest Store you can pre-order it and it says release will be Spring 2024 (Autumn for Southern Hemisphere)

Should also be easy to port, the game does not seem very intensive for the graphics and may be easy to reduce to very low-end graphics.

Yeah but since they have a partnership with Sony I don’t think they’re allowed to release it til months after. Just like HW1, Security breach and its ruin DLC. They are released day one on PS and PC but many months later for Xbox, Switch and Quest

Nice catch - I also just found the game there. Strange the devs do not mention that on their website or launch for Quest first.
The game now has 915 ratings for PCVR and PSVR2, with 615 from Steam. Average rating for PSVR2 is 95%.

I believe Steel Wool games are partially funded by Sony. The quest is a massive competitor to them so it only makes sense they'd want it on Playstation first, just like Security Breach. The Oculus page says Spring 2024. A popular YouTuber was sent the game on his Quest 3 and it played flawless and amazing graphics.
